Impact of UGC Regulation exempting NET for MPhil holders

University Grants Commission (UGC) amended the UGC Regulation, for the third time in 2009 which said that NET (National Eligibility Test) or SLET (State Level Eligibility Test) shall remain the minimum eligibility condition required for recruitment and appointment of lecturers in universities, colleges or institutions. The UGC regulation of 2009 actually talks about the minimum qualifications required for the appointment and career advancement of teachers in universities and institutions affiliated to it. 

The candidates, who have already been awarded the PhD Degree in compliance with the UGC Regulation 2009, will be exempted from the requirement of the minimum eligibility condition of NET or SLET for recruitment for the post of an Assistant Professor. 

The exemption of these candidates has sparked a huge debate on the impact of the decision on the academic community. It also resulted in litigations in High Courts. 

The debate began since the regulation exempted the candidates having obtained MPhil degree on or before July 10, 2009 and also those candidates who had registered themselves for PhD degree on or before July 10, 2009 or have been subsequently awarded the PhD degree. 

Many academicians are of the view that exempting these candidates will pave way for a back-door entry, thereby affecting the quality of higher education. On the other hand, a section believes that it will help the education industry which is currently facing an acute shortage of faculty. Also it will save candidates significant time who have completed their MPhil and PhD, and now want to get into the teaching profession but are waiting to clear the NET or SLET examination. 

According to experts, the higher education sector is currently facing a massive shortage of faculty amongst all courses. It is estimated that the shortage of faculty in institutions like IITs, IIMs, IIITs and central universities has gone up to 30 per cent. Above all, some of the new IITs and other institutions and universities are reported to be facing an acute shortage of faculty which is as high as 70 per cent. 

In technical and professional education, where the private sector is significantly involved, the shortage is almost 50 per cent; however, with the help of visiting and professional faculty, it comparatively appears less. 

According to the Sam Pitroda Report there are already over 1,500 universities in the country, and there are plans to set up another 14 innovation universities, but with such shortage of faculty in the existing institutions, it is hard to imagine how the new universities will cope. 

Prof S K Khanna, former vice chairman of UGC, said, “The question is whether allowing a candidate with MPhil degree being eligible for teaching position and exempting him for NET can help reduce the existing shortage of faculty. In my opinion, gradually, we have to learn to respect our own universities and their degrees. The basic question is why do we need to test someone who already possesses an MPhil or PhD degree? We only do this because we still do not trust our universities.” 

Prof Khanna further said, “Instead of holding such tests, we should monitor our universities through peer groups and accreditation for their programmes and make them better in their education pursuit so that we believe in their quality of post graduates and PhDs. These national tests must be held for relaxation of qualifications, if necessary.” 

There has been widespread sentiment that exempting only those who have qualified before July 2009 is unfair. Ila Joshi, a JNU (Jawaharlal Nehru University) student who recently submitted her MPhil paper in International Relations, said, “If they are exempting students, then as per a general opinion, they should exempt everyone. This exemption is not good as you do not know the quality of other universities who are awarding MPhil degrees to students. This will lead to a dilution in the quality of higher education.” 

Since the UGC regulation has come into effect, several litigations have been filed against it in different courts. One of the litigations filed in Madras High Court is challenging the UGC’s order. The union HRD Ministry has also said that the UGC's decision was ‘inappropriate’ and ‘unacceptable’. 

Madras High Court, in its judgment passed on December 7, 2010, re-affirmed that a pass in NET or SLET will continue to be the mandatory qualification to apply for the post of an Assistant Professor in colleges. On the other hand, Delhi High Court, while upholding the decision of UGC for appointment of Lecturers and Assistant Professors in colleges, ruled, “The courts should not venture into the academic arena, which is best suited for academicians and experts.” 

When asked if the regulation might pave way for a back-door entry and hamper the quality of education, Prof Khanna said, “I do not agree with this. Earning an MPhil degree is attaining a status; it is a degree awarded by universities and cannot be fake. We must learn to respect and make our universities strong. Back door entry could be through front door as well.” 

There is another section which thinks that the decision of UGC is right as this decision solves many problems of MPhil candidates. According to them, the MPhil candidates obtain their degree after a lot of hard work in universities which requires submission of dissertation and collection of primary and secondary data. Also, according to them, NET or SLET cannot find a merit student only with a single-day long exam. 

Manita Harit, a student who has cleared the NET examination, said, “I do not think that those who have done MPhil or PhD do not have any knowledge. They possess high quality knowledge but are waiting to clear the NET to become a lecturer. It is a welcome move for those, as it will save their time.” 

In its earlier two amendments, UGC said that those who possessed a PhD (up to April 2002) would be eligible for the post of a lecturer, even without the NET qualification. Whereas, on June 14, 2006, it came up with another amendment which said that the NET qualification would be a compulsory requirement, but for those who just have a Post Graduate degree. Candidates with a PhD degree were exempted from the NET requirement for teaching at both Under Graduate and Post Graduate levels, whereas, the MPhil holders were only eligible to take Under Graduate classes. 

Looking at the current scenario of Indian Higher Education, which is facing some acute shortage of faculty, many universities have welcomed this move. The vice chancellor of a central university, who did not wish to be identified, said, “The quality of education totally depends on the university and this regulation will certainly help us in the recruitment of faculty. No university would like to put its name in bad light by recruiting unqualified people. There are several other provisions of UGC which keep an eye on the recruitment process of lecturers in various universities.” 

As per available statistics, there are just 12,500 NET and 15,000 SET certificate holders in the country which makes it difficult to correct the student-teacher ratio in the higher education without undertaking significant steps.  The regulation has been welcomed by many, but leaves some questions unanswered and the prominent one is, what will those students do, who have completed or will complete their PhD or MPhil after July 11, 2009? 

In August 2010, the UGC appointed an ‘Anomaly Committee’ to assess the representation on ‘UGC- Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2010’. 

The committee is yet to submit its report and there is widespread opinion that UGC needs to come up with a full fledged regulation which answers all the questions, improves the quality of higher education, solves the problem of acute shortage of faculty in many institutions and not impact negatively the aspirations of candidates who want to join the noble teaching profession.

respected sir,i completed my Ph.D in dec.1993.i am serving as a music vocal lecturer from 1999 (15 yrs).in 2007 i appointed again as a regular lecturer in music vocal in same institution till date.now again in 2013 our college management advertisement my post to appoint me again in same institution as a assistant professor in music vocal.my qualification is M.A.(Music Vocal) M.Ed.,Ph.d(Dec.1993) now our university not give me approval for the appointment of assistant professor because i have not cleared net/ugc test. sir what i can do at this stage.now i have completed the age of 53 yrs.sir please please help me.

According to UGC M.Phil or Ph.D is nothing but exempted qualification. It says that NET or SET is the essential qualification. If so why do the appointing agencies of boards like Teachers Recruitment Board (TRB), Tamilnadu, is giving 9 marks for PhD and just 5 marks for holding NET/SET with PG degree and only 6 marks for NET/SET with PG and M.Phil degree? Why is this kind of confusion and disparity? The more we browse of the talents and achievement of the high ranked or profiled stalwarts of agencies like UGC we would know that they have been a Professor at some foreign universities still. If UGC feels proud of this status, why not to award marks for me like victims who have worked in foreign universities and brought some foreign currency to our mother India to help to reduce the inflation? I served as a lecturer in English in AlJabal AlGharbi University, Gharyan, Libya, from 2007-2010, three years. According to the new regulations, the TRB of Tamilnadu now awards marks for my service only in Tamilnadu and that too my service is calculated from 14th June 2006 though I started my carrier in 1998. The TRB now objects to consider my service abroad and stating that it follows the regulations of UGC. Is there any rule by UGC as not to consider the service abroad and to allot marks only in the states concern? kindly answer my grievance.

Respected Sir,
I completed M.Phil. (Instrumentation) from IIT Roorkee in 1999 which has been run by Department of Physics. After that I qualified GATE and completed my M.Tech. (Laser Technology) from IIT Kanpur in 2001. After that from U.P. Technical University, Lucknow (which is under AICTE norms) I registered Ph.D. in Mechanical Engineering on Nov 2005. At that time there were no exams, and no course work. but each year I had to face 2 RDC meetings. And my whole PhD work was conducted at Mechanical Engg Department, IIT Kanpur. I have finished my Ph.D in 2012 and received Ph.D. degree. Here it should be noted that I was a regular student. except my PhD degree other qualifications are in Physics only.

Now the questions are:
1. Since I have finished my M.Phil. in 1999 from IIT Roorkee. Whether I am exempted from NET/SET? (which I think I am)
2. I am a GATE qualified person. Whether I am exempted from NET/SET?
3. Since I am PhD in Mechanical Engg from AICTE approved university, UP Technical University, Whether UGC will consider me as a PhD and will be useful for getting a faculty position?
4. Knowing my whole academic qualifications, what will you suggest me...
5. Science Colleges says I don't have PhD in Physics, So I can't apply...
6. Mechanical Engg. Department says I don't have the basic BE/B.Tech. in Mechanical So I can't be selected...
Though I have never hidden my basic qualifications to any place or any stage... and my PhD. is in Mechanical only... and I got my Degree from the hands of Chief Justice of India (Shri Sangvi Sir), UP Governor (Shri B.L. Joshi Sir) and UPTU Vice-Chancellor (Dr. R.K. Khandal Sir) in 10th convocation on 5 Jan 2013.

I am really really confused and want to seek your advised.

Respected , A. N. Sahi Sir, As per Indian constitution at first it was decided, to provide reservation quota / facilities to some peoples only for for 15 - 20 years then why these facilities till continuously extends. ( Think Beyond) This an answer why M.Phil cut off was extended frequently.

First cutoff date for exemption was from march 1992 and since that period the cut off has been postponed depending on the conveniences of the higher authorities to accommodate their kins and relatives. After twenty years still the date is getting postponed and new cutoffs are announced. WHY?

I have completed my PhD during 2010 and qualified NET exam conducted by ASRB/ICAR during 2008 and having ten research publication(both national and international scientific journal) in NAAS rated scientific journal and applied for post of assist prof in ANGRAU . Interview are delayed for past one year due to no permanent Vice chancellor appointment . my seniors who are 18 yrs elder then me also applied for post since no upper age limit has been fixed. they were previously ineligible for post but now due to net relaxation for PhD holders they become eligible but not holding any research publication in NAAS rated journals four and above and as per new ICAR guidelines they are still ineligible . but still expecting post because they have strong political back ground and financially sound to give bribe also. Sir my question to u if two or three PhD holders applied for single post do UGC give any priority to NET holders with PhD in that case . if all PhD holders qualify NET do they see scientific publication in that case how do they judge. but i feel that corruption and political pressure wont allow merit students to get post. Do Right to information act and High court are there to protect middle class merit students belong to general category . How fast judgement will take place???? do any regulations are there to protect merit holders. Because there is chance for manuplation in interview . They should give 5 marks additional or priority to net holders with PhD degree to recognize there hard work other wise there will be injustice to them.

I have completed my PhD degree from Acharya N.G Ranga Agriculture university in year 2010. I have even qualified NET examination conducted by ASRB/ICAR in discipline Plant Biochemistry and Plant Physiology in year 2008. I have ten research publications in NAAS rated scientific journal and having four publication in NAAS four and above rated journal. Recently , ICAR (Indian Council of Agricultural Research institute ) passed a G.o . Stating that "NET is waved off for PhD holders provided they have done course work as prescribed UGC act 2009 and those candidates should have two full length publications in NAAS rated scientific journal 4 and above at last date of application". My concern started when notification for post of assistant professor has released following ICAR guidelines .i have applied for post bu, interviews delayed for about a year for not having Vice chancellor,In charge VC honorable Nagi Reddy (IAS officer ) has been taking charge in our university recently he has been posted to panchayat raj from PS agriculture post he was really strict officer.what i am seeing that some of senior who are 18 years elder to me holding PhD degree but not qualified NET exam from past ten to 15 years who does not having research publication in NAAS 4 and above rating journal expecting post because they have strong poltical support and back ground and they are Psychologically demoralizing me sir.but interview dates are not yet announced. but i am having fear if candidates who are not qualifying NET and not having publication in esteemed journals are given chance in teaching to Bsc graduates would standard will maintain high. What about my fate i am holding Phd degree ,qualified NET and have publication in international journal having Tomas Reuters scale and with good academic records. i am afraid some senior will also give bribe for post . i have no reservation belong to open catagory.

My PhD registration was granted on 04-12-2002.I awarded my PhD degree on24-02-2011.In this my PhD research preod UGC announced PhD new norms and this norms most important is that corse work must do Phd holder.I go to Philosophy Department, Burdwan University. I asked Head of the Department that I can do corse work. Department said that M.Phill holders can not need corse work.So what can I do.My query or question is that at present I can be eligible for the recruitment for assistant professor in college / university. If my degree is not qualified because of any other fake universities then can ugc or the university pay the amount i paid for it and more than that can it give my time which I had spent in collecting materials writing, reading and without any job I struggled and know we can not illegible for any post. ugc must provide proper rule for the regular students soon.

Regarding the exemption of NET qualification for candidates having M.Phil/Ph.D degree before 2009, I wish to know whether this has been Gazetted and accepted by MHRD. I also wish to know about the NET exemption rule of Ph.D degree before 2002. As there is confusion going on every where, it is very essential to have transparency regarding the matter. Though in the minute of the 472nd meeting of UGC it has been clearly stated that the 2009 UGC rule for eligibility of Assistant Professorship is 'prospective and not retrospective in nature' people are not getting the point. If any one can inform me with the gazette notification I shall remain really obliged.

Apply these rules for deemed universities,they may give ph.D without standards. Universities always maintained the standard. If ugc may change the rules and regulations day by day, juniors can overcome us, our age and earlier qualification may not suitable for us. we suffering a lot. Still now it is doubt for minimum qualification for assistant professor, whenever we see any vacancy they required you must have NET or Ph.D. 2009 Regulation norms. In which no clearly mentioned that who have been awarded Ph.D. or registered Ph.D. before this date exempted are not. I think that definitely exempted because rules came into force from July 2009 and we have registered before this date and so our time no such type of criterea was in force. Kindly give me information about that UGC have exempted or not who have been registered before July 2009.

The NET qualification is extremely reasonable and it should not be revoked. Unfortunately the uGC has not been able to decide for itself whether Indian Universities are primarily teaching insitutions or "research" centers. The quality of research does not inspire confidence and so weighing the scales in fsvour of "reseach" as it is done now only results in third rate research being done purely for promotion. The NET cirterion would encourage people to take up teaching rather than waste teir time doing cut and paste research which is the norn inuniversities today.

@ Gowri Nabadda:This is wrong statement that no m.phil and p.hd this is rejected i know i have spend 3 years on m.phil because my first m.phil thesis was rejected and they suggested changes in that and after taht i again spent one year in my thesis then only they conducted my viva and then i scored 86 % marks but i was quiet satisfied that i have done genuine work and their suggestions were really good. And these ministers are saying our m.phil is of no use now. Ask tehm whao have devoted so much time on m.phil how much we are suffering with this decision........

All said and done. The cutoff date should define the the year of exam and not the date of awarding M.phil. degree. This is ultravirus of princile of eqaulity, as different universities may declare the reasults and award the degree on different dates for the exam conducted during the same academic year. Let the changes be based on "NATURAL JUSTICE" & "EQUALITY" may wisdom prevail.

I have seen whole batches of MPhil classes where not even one deserves to pass. Even then the practice in many universities is to pass all of them. Failing in MPhil is very rare. Evaluation is usually done by the teachers who do not generally fail their own students. I have also seen PhD vivas where neither the candidate nor the guide nor examiner can define or explain any of the important terms they are using in their thesis. Most of the time the candidate does not answer even a single question. Still I have not seen a viva where the student is failed. (If an examiner fails a student he will never be called as an examiner anywhere) In many places the classes are not conducted for MPhil students and the students are not capable of understanding the subject by themselves. The questions are repeated in the exams, valuation is liberal because of which undeserving candidates keep passing the exams.
NET is the only exam ( along with GATE, NBHM etc) which compares students of all the universities. There should be no exemption to NET.

UGC should understand the fact that, the candidates having MPhil or Phd are hardworking and dedicated to the teaching profession.Only those who have such dedication will show the thirst to do MPhil or Phd as they need much preparation ,create much stress in mind and even strain to health.so they are apt for the lecturship.UGC committee should take steps to amend the qualification for lectures as,PG(50%)+MPhil/Phd IN THE CONCERNED SUBJECT for Languages(ENGLISH,HINDI,TAMIL...) and Arts(ECONOMICS,HISTORY...)and 55%for Science(PHYSICS,CHEMISTRY..).Then it will be a justice for all,as the valuation criteria of PG varies from subject to subject and university to university.To score 55%for languages like English&literature is very difficult.A lot of English lecturers are needed but NET holders are very less in number.So the efficient MPil &Phd holders with atleast 50% for PG can be appointed as ASST.Professors.Also,reduction in marks to attend the NET can be given to MPhil & Phd holders.(for them 50%for PG to appear for NET).A highly educated generation awates for a favourable decision by the UGC.

Allowing M.Phil holders without NET/SET to enter into teaching profession is welcome but not at the cost of quality. Can UGC claim uniformity in quality and standard of M.Phil/Ph.D. awarded by each and every university? What about the private universities which are awarding these degrees in exchange for huge amounts of money through campus centres? No seminar, no course work (these are only shown on paper thanks to money power again) and then submit a thesis/dissertation prepared by fair or foul means and get awarded phd or mphil. unfortunately the private universities are defying all regulations of UGC and the latter is turning a blind eye to the rampant corruption. With mphil or phd from a private university u can become a professor of English without being able to write a sentence correctly but with NET/SET this is unimaginable. UGC must check the unhealthy advances of the private universities first. then only the the revision in the regulation will serve some meaningful purpose.

At present,the scope of MPhil/PhD is decreasing continuously.Not only at the degree level but also here is no provision of settlement in Inter colleges for the MPhil/PhD holders.Therefore,in this condition UGC together with Central Govt should make a plan for the scope of MPhil/PhD that they should be setteled in Inter colleges through direct recruitments by State Public Service Commissions.

what is clear about the net/slet exemption for mphil/phd.why ugc has made the confusion time to time?ugc should made a transparent audio/vidio recorded online interview system like 3rd umpire in cricket . why ugc is escaped from his own responcibilities? If mphil phd is compared with hot cake then ugc alongwith mphil/phd giving department and obtaining candidate both are equally responcible nevertheless student is decieved for years but department is saved with clean chit. so ugc should made immediatly a clear rule for the importance of mphil phd.

while completing MPhil students undergo rigorous training inthe area they opt for MPhil.and undertake hard and tuff field work for collection of primary and secondary data for dissertation.By-and-large the topics selected are related to grassroot level of the society,and a true picture of facts in towns and villages are brought out in dissertation. Thus the realistic view will be carried over to the next generation. Not honouring the degree at par with NET SLETwill mean distrust on our own academic institutions. Not only that the MPhil degree will loose its sanctity.Issue needs nation-wide serious thought.

Prsent situation, If Dhronacharya re-birth taken he has to pass the same. I am not saying not to conduct the exam like NET/SLET. But in India howmany states conducting the SLET? and also who is evaluating the answer sheets in the country for this lakhs of people writing the exam twice in a year. They may be in the higers positions like professors/Asso/Asst.prof. etc. are they really can bare the time to evaluate. Because we know the situation in India in-sufficient staff to teach, conduct the exam, evaluate, announce the results in their academic field itslef incluing other research activities or administrative works.
We hope present technology helps to overcome from this, I feel.
My only appeal to the Higher Education Committees to take responsible to test the candidature of any stream(Certficate/Diploma/Degree in Eng./Sc./other..) at the root level itself. Instead of permiting the institutions, let them check howmany institutions are fallowing upto the level of minimum prescribed guidelines . Those who are excellent in the education sector, let them impose the service tax on education but the same time they should be resposible to create knowledge worker/skilled professional in the present competetive world.

In the Advertisement they demanded 60% marks at post graduate.But I have passed with 55.7% marks. Sir Before this Advertisement they demanded 55% marks for the same post. As per new UGC regulations 2010, time taken for PhD is not considered as experience for the direct recruitment. I want to know whether PhD done in part-time basis (without study leave) can be considered as research experience. If it is not whether entire period will be excluded from the experience. Generally it takes more years for part time (5-6) PhD.

@ PAUL: Yes in India for lecturership NET is must. But some private institutes are highering on adhoc basis(due to shortage of NET passed candidates). But for higher studies you can apply like for m.phil and p.hd u r eligible but u hv to appear for entrance exam.

NET Paper III should change in to multiple choice questions. or the time should be extended. The M.PHIL candidates must appoint for UG classes; By the promotion he or she can go to the upper classes. NET should be the eligiblity test for their promotion.

I entirely agree with Prof. Khana's view. What is really required to use the methods suggested by him and other learned persons to monitor our Universities and provide the necessary facilities in really working conditions like labs, libraries and more interaction with industry etc. As Mr. Narayanan Murthy has also mentioned that because of coaching classes and ready guides it has become easier to clear even IIT entrance but later such candidates find diffult in the carrier (real life environment).We must learn to updgrade our Universities and respect rather than just decide on a single examination. Perphas, the first step should be to have uniform syllabus for Post Graduation irrespective of Central, State, Deemed Universities. Moreover, the NET/SET are being used not to recurit on regular basis by government. It is very clear that why earlier 2002 and then 2006 year were arbitarily decided to waive the conditions of PhD,and now the same persons who are imparting education to new students will create low standards ! There seem to be no ration logic behind it. Teaching is a gifted art and it can be polished with training etc. An examination of NET/SET type can not decide the ability to teach or educate in isolation. And finally a big question why we are still allowing B.Ed./M.Ed. to be conducted for school teacher etc.

It is really true Mphil is as good as Phd and how one can attain higher education after post graduation once he/she is in job.Moreover why universities are running Mphil/Phd in regular/distance education mode because UGC had permit them to run these courses,otherwise these courses will become only money minting exercises by universities. In this regard UGC 14 june 2006 amendments should be implemented immediately.This can solve problem of deficit teaching faculty in institution of higher learning.

I have been registered in PhD on dated 24-12-2010. before this, I have done MPhil in 2007-08 as regular student. the admission in MPhil is through entrance test. I was exempted from both entrance and course work in my PhD following in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009.

earlier ugc scale the designations were lecturer,senior scale lecturer,selection grade lecturer. in this scale those with mhil degree at entry level were given 1 extra incrementfrom deate of entry into the service , second one even though recomonded by ugc is not given.
but in new ugc sclae the mhil increments are merged and new scale was given. mhil increment is a reward to the employee for his acdemic excellence it is not like an ordinary increment.is merging is justified?. same thing aplies to ph.d increment.
please clarify the doubt.

The article talks about the shortage of faculty in the universities, my question is where is the shortage, if you will analyse the situation there are more NET qualified candidates than the posts. the only thing is that the government does not want people with good academic background to come in the field. There have been so many programmes, one was telecast on the leading news channel of India which showed how Ph.D. degree can be obtained from some of the universities. if you will look closely you will realise how pathetic is the situation of our higher education, we are taught English by people who can not speak one correct sentence of English.Every time the criteria is diluted, they get backdoor entries through political influence or cash. Do we think we will become a super power with teachers like this.
If it is true that the universities are not getting the applicants for the posts kindly tell me the name of one university which advertised the post and did not get applications. I challenge you wil;l not find even one. All this dilution is being done so that undeserving candidates might get plum post in teaching.

hello everyone,
Exempting candidates who have been awarded Ph.D. degree before the date of regulations and not exempting those who were registered for Ph.D. degree before the date of regulations makes no sense. there are many candidates who had submitted their thesis before the date of regulations. Further NET/SLET/SET are only examinations and Ph.D. a course. Disregarding the highest academic degree is objectionable. The rules are retrospective in effect and are liable to be struck down.

In the present scenario of Indian Higher Education, shortage of faculty and development of teacher student ratio is very important. For the recruitment of the post of assistant professor, Ph.D. holders should get the extra benifit.because to obtain Ph.D. degree a student sacrify and devoted their maximum corner of the life.NET/SET is important and a way for judgment of the subject knowledge but not substitute of Ph.D.

I do not agree that NET /SET only way to judge eligibility .It can only judge the subject knowledge of the teacher and though partially . I know in NET some questions are asked from teaching and research aptitude and rest from subject .I am a physics student,,in NET questions are asked mainly from problems of physics.It is good but is that sufficient??If I only know the problems and solve what is the guarantee that i explain my teaching well inside classroom??It is happening inside indian colleges and universities.Most of the lecturer are well qualified (quality is not a question or it is not a matter whether they passed NET/SET) many teacher can not explain what he is teaching inside classroom.moreover NET can not measure well the philosophical aspect of a teacher .only master students sit for NET/SET exam,if he qualify NET and go for teaching in a university he has to teach master's students .so after completing a specific chapter the teacher and student will have just the difference that the teacher was cracked one day exam only.
Theres many phd holders doing nice teaching in foreign countries ,many scientists in world top most universities had not to come to India to qualify NET.
If UGC do not agree with my opinion INDIA will loose many nice research workers in INDIA,they will find suitable place in abroad,as no remarkable options for the phd holders are there in india.(it is for sure a phD holder according to the UGC/CSIR norm not having less knowledge than a simple masters degree holder as UGC say itself an advance degree,so no one is compromising with the knowledge of a teacher if a phd holder exempted).
further,UGC may introduce some more course to phd coursework for teaching or understanding teaching better.or they may introduce any course (with subject) similar like B.ED to increase quality teaching.A ONE DAY TEST LIKE NET CAN NOT BE THE STANDARD WAY TO VERIFY THE QUALITY OF THE TEACHER.

UGC NET should be made a mandatory requirement for the teaching post to assure the quality and standards required for higher education and the reasons to give exemption is in no manner justificable. Its a denial of justice and an unwanted compermise on the quality of education. More over for any post in india there are compeitive exam, so there is no point in providing a relaxation for the teaching professon.

neetu , I have already file the RTI and also met to the Vice Chancellor in this issue, instead of taking action against this they are telling me that you cannot challenge the wisdom of selection committee as they are highly qualified and respected people. They are telling me that just getting a SLET qualified does not mean that we will give you appointment it is upto the selection committee to select the candidate best suited for the post. My question is then what is the use of this SLET certificate which is issued by UGC to the person who passed in there competitive exam. Not only this they have founded candidate without SLET qualified as best suited this is purely arbitrarily and manipulative decision

I am a MPhil degree holder and also slet qualified even though the Law faculty of M.S.University has rejected me and appointed a candidate who is only a L.L.M degree holder not only this they are saying that it is up to the selection committee to select the candidate and there decision is final . my sister is a university rank hodler in english literature,she cleared net ,and is also selected for jrf,and i personally feel NET exam really delineate the right stuff.I dont think clearing NET is an easy thing.I recollect howmuch effort she took for the same ,she started preparing for it while she was studying for her B.A and she got after her post graduation.So it is not a single day evaluation of the stuff.It is definitly tougher than getting a Phd.If you feel the otherway round why could Phd holders and M.Phil holders clear the test.I being a doctor came to my profession after clearing the All Indi PreMedical Test.Now a days life is competitive .We cant trust indian universities ,of course there are many good universitites but i personally know phd /m phil holders from universities with a minimum knowledge in the subject,.Doing research in many universities is just a cut and paste procedure.Unless and untill you have a deep knowledge no one can clear the UGC exam.

If they don't exempt Ph.D holders from SLET/NET, nobody will come forward to do research. Research is different from preparing for SLET exam. In research one's own contribution is needed which must be novel. Moreover, the no. of researchers should be increased in India which is not existing in the current situation.

55% mark for Master Degree (with constitutional exception of percentage to SC/ST), UGC NET, minimum APA Score and interview mark based on the performance are the available criteria to select an Asst. Professors in Indian Universities. Among them UGC NET is the most objective one. It should not be challenged based on “utopian idealism” on the teacher. A learned candidate should be selected as a teacher. UGC NET definitely can test whether he/she is a learned or not. Even the teaching aptitude too is tested in the first paper of the UGC NET. It should be specifically stated that UGC NET is not an elimination test; it is a hundred percent selection test and there are enumerable chance twice in a year.

All the universities in India are not providing same level of benefits/facilities to their research scholars. So, the inequal treatment can not bring much quality change. There is no meaning even if you have qualified NET and Ph.D both. In selection process, the selectors prefer only some candidates from brand Institutions (JNU/DU/IIT) and they close their eyes for others. The candidates from other universities are not competent enough than the socalled brandies in the views of selectors. People from brand institutions may have less qualification (either PhD or NET) than the other non-branded candidate (M.Phil, PhD and NET) are preferred in many universities. So, UGC's Tests and rules have no meaning. Is UGC making some preferencial norms those have qualified NET earlier than the fresh. There should be one seniority list and accordingly candidates should be given preference in selections.There is no need of UGC if it is helpless to keep eye on its all recognised institutions. Presently, it seems as a crippled institution.

I m also agree n support for Quality Teaching in Higher Education...... But the question is " how to find quality teachers? " or " What are recommendations to identify the quality of teaching n teachers". According to UGC rules in 2009, " NET/SLET shall be the mandatory n minimum qualification for appointment of Lecturers/Assistant Professors".
That means only single one day long exam will justify the quality n other parameters of teachers which is not a full proof criteria to judge them correctly. There r many things which comes under a quality teaching which can not be judge by single measure in one day performance. Also admit the fact that there are lots of MUNNA BHAI who can decieve n even deceiving such process very easily.

I m also not in favour of old process too as the chance of low quality recruitments are very high under this process......... but the only thing comes in favour of old process is the duration to prepare/judge the quality inside the future teachers can be examined much betterway if the system of current university/college will work sincerely and honestly.... i m not question marking on current staff, only need is to work with better approach. And to judge/prepare the quality teachers in future certainly takes time which only allow by old procedure. Some of the points need to taken in consideration --
1. Make strong n healthy environment of university/college with upgrading syllabus time to time.
2. Need supervision on all colleges >> universities functioning.
3. Time to time Orientation/Referesher Courses conducted n mandatory participation for current staffs.
4. Regular Participation in Conferences, Seminars, Workshop atc.
can add more points time to time if requires.

In conclusion There is not a single procedures/methods fully accomplished n applied to judge/prepare quality teaching n teachers....... need to use them collectively by taking the consideration of each n every aspects of quality teaching. There is always two aspects of everything i.e., good or bad, positive or negative. Only need is to understand what is good n bad, what will be positive n negative for the cause (Quality Teaching).

I refused to do PhD just after my Post graduation as i thought M.Phil is also good thing to do for better understanding of subjects before doing PhD n put step in teaching profession. MPhil allow scholars to create your own philosophy on the subjects after understand it more closely with consideration of all deep aspects.Still not doing PhD bcause of ambiguity stands on my future in this profession. i have no excuse for NET/JRF as i know its not compatible for me bcause of slow writing skill. Also have no other option for settlement.

Even the consideration SLET instead of UGC NET should not be categorical. SLET conducted by state government shall be considered only if there is no NET examination conducted by UGC in the concerned subject. If UGC cannot conduct an examination in the concerned subject how UGC can pay salary for the teachers who teach those subjects?
Therefore, UGC have to conduct NET examination for all subjects in our Indian Universities. I found, notifications from many Universities in our nation, where NET/SLET as given as minimum qualification for Assistant Professor Post. I suggest only and only NET. Each state is conducting SLET examination in based on different standard. Suppose I pass SLET examination from Tamil Nadu, am I eligible for an Asst. Professor post in Andhra Pradesh?
There are many instances, where many candidates who were managed to get Asst. Professor Posts in one state by passing SLET form another state. There are many states in our nation where, SLET is so easy. Eventually SLET is helping as a loop hole to many who are not, and unable to pass NET. Therefore, I am categorically not supporting SLET is equal to NET.

Based on the last three comments there are three arguments against UGC NET and in favor of PhD.
1. People who passes UGC NET is having only “text book knowledge”.
2. The UGC NET syllabus is not adopted all our “national Universities in India”.
3. Candidate who have PhD (with out NET) and international publications are meritorious than the candidate who have qualified NET.
Let me counter all the above arguments one by one;
1. We are appointing Assistant Professors to teach “text books prescribed by the syllabus” of each discipline. 1000 PhD theses in India are not equal to one standard text book available on our foot path. How many of the PhD holders can proudly show there theses outside after they are doctored?
2. If UGC NET syllabus is not adopting all the so called NATIONAL UNIVERSITIES it is because of the faculty in those Universities may not be up to the mark to teach such advanced syllabus. Why don’t you have snap shot on the UGC NET syllabus to have a primary check up of what you know about your subject and to see are you updated or not? The UGC NET syllabus is prepared by our internationally and nationally reputed professors in each discipline. But we have only few professors at such level. Majority of them are not in the position to teach such advanced syllabus, therefore, there is no uniformity of syllabus in our nation.
3. If PhD candidate are so meritorious than the NET qualified candidate, we would like to challenge you why don’t you make an attempt to test it by writing the NET. UGC is conducting it two times in an year and even on holidays.
I suggest you there is a standard like 5meters high jump, you may be trained to fly over hill, but we need teachers to teach high jump up to 5 meters. Flying can be taught as a specialized course after basic course.
Either the PhD holders have to come down as the lover (!) level of UGCNET standard or our UGCNET holders have to come up to the higher (!) level of PhD holders to realize the point that “Text book knowledge is useless”. First option can be preferred.

The resolution of the 472nd meeting of UGC is most welcome. However, Ph.D holders should always remain exempted from the requirement of NET. Govt. should rather make at least five international research publications (in more than 2.00 Impact Factor Journals) mandatory for them, who just want to clear NET on the basis of text book knowledge before entering the regime of Post Graduation teaching.

It's known to all the intellectuals that going abroad (specially to Europe) and earning a Ph.D degree in just three years, is much easier that having cleared NET on the basis of syllabi which are not truly adopted by our national Universities. I have registered in Ph.D. in July 2006 and thesis submitted in Nov. 2009 and awareded in July 2010. I worked hard in ph.d duration and published nine international and one mational research papers but all papers are waste and use less because of Regulation 2009 and I disqualify for lacturership/assistant professor. Now I am M.Sc. Pass only and ugc finished my future compleely. so I hate this regulation.

Now onwards we have to suggest UGC NET is the necessary level entry qualification even for Ph.D admission also. No one should be allowed to register PhD in India without passing UGC NET. All types of state levels SLETs should be banned. Since education belongs to the concurrent list, it is possible by UGC regulation. Nationalization of University education is necessary for standardization; then we can think about internationalization of our higher education. Therefore, let UGC NET be the first step of standardization. It should be implemented consistently. If the nation do not have enough supply of NET holders according to the demand that is another issue. I will write about it later, I need some homework on it. Quality cannot be compromised in terms of quantity. In brief, I suggest UGC NET should be the mandatory qualification to get PhD admission and to be appointed as Assistant Professors in our nation.

About the great policy makers
What deference between the candidates who was PhD awarded before 11 July 2009 and other was after 11 July 2009. Suppose one is awarded PhD on 10 July 2009 and other is 12 July 2009 according to blind rule of UGC first is qualified for assistant professor and other second one is not qualified for same post. First you are differentiate people and people by cast and now your label of mental fall so bellow you are seeing the same degree are deference.
I though this is not the dreams of our freedom of fighters like Mahatama Gandhi and any other. I think theirs is great need to fight for re freedom from corrupt officers and leaders. This is not only the maters of us like UGC but every area of the our daily life are affected by the corrupt officers and leaders.

The students of PhD, are spent his peak times for his/ her carriers. This knows the makers of regulation for assistant professor because they are all the PhD holders before 11 July 2009 and they are not PhD according to UGC regulation 2009. I thinks the deference between the makers of UGC regulation and us are they are holders of such post, which they can destroyed our carrier and intent in research other hand we are only poor holders of PhD. I thinks this types of PhD man are real terrorisms of our country, who are pays a game for providing job to his/ her relative so they makes like this regulations. If they are really thinks about the our country then they see all the students like one sight but our planes makers and our leaders are all cupped and they makes plan in view of only some powers full man, which can provide them benefits.
The such PhD holders or makers of regulation for assistant professors now say the increase the limits retirement 60 to 65 but they are want now checks the PhD holders after 11 July 2009 or the students who are registered before 11 July 2009 and decrease the opportunities and self earns more and more money. Can such PhD holders or makers of regulation for assistant professors work as emeritus scientist, answer is always NO and Never. Others hands crowds of qualified are standings or waiting for job and want to do goods for country. The policy makers (pets of leaders) pay the roles of olds British rulers. Examples are in 6th pay commotions theirs a lots are mistakes, why makes this types of policies. So such works are they do who are not thinks about our country, they are thinks only about the benefits of self.
I want to say this is the mistake of students or university, who did not, follows the rules which are determined by UGC. This is the maters of UGC and universities, why punished to students. Can they come the opportunity for us, no and impossible.
But all the policy makers are not selfish and pet of leaders, likes SANT GADGE BABA AMRAVATI UNIVERSITY, VEER NARMAD SOUTH GUJARAT UNIVERSITY and MAHATMA GANDHI UNIVERSITY FOR MINIMUM QUALIFICATIONS FOR APPOINTMENT OF TEACHERS IN UNIVERSITY.
I want check the monopoly of UGC who are say / always do not fair with phd holders. Kindly provide me information about rite on oppose to continues opposing/ making policies to away the phd holders from higher education. The ugc are playing open danced with phd holders, play with the emotions of poor’s and with Indian human right of conman people.
On the policy making times the policy regulation makers are in the sense or in nonsense. Because any policy are not for common peoples.
I want to say to all the policies makers and respected and responsible ministers of every ministry improve first his labels thinking and do not work only for self.

This all depends on congress goverment. After 2 month he will give the permission, then after 15 days they will withdrawal . after 2 months again withdrwal this will be the long time URANIUM process. so this process is for cheating the educaters monkeys. so decide what to do in election.

The UGC has no right to underestimate the PhD degrees of its own universities. We are enrolled inPh.d in 2006 and awarded on 31 desember 2010 But still we are not eligible. It has become a mass problem..................it requires a collective endeavor to fight against the Rule.

I agrre with Prof S K Khannas view that, “ In my opinion, gradually, we have to learn to respect our own universities and their degrees and why do we need to test someone who already possesses an MPhil or PhD degree? Most of the ugc affliliated oldest universities of India are not followed the newphd guidelines but they had the policy of Pre research Test for Phd in the same guidelines of Net/ Slet syllabus. After completion of their phd degree shall it be equivalent to others those who possess the course work.

Govt should come up with the list of institution who were following the time to time guidelines of UGC. Govt should allow the candidates who are holding Ph.D from institutes following UGC guidelines. By doing this govt can check those candidates who have earned their degrees from fake university. Moreover how can govt impose rules retrospectively i.e candidates Ph.D according to UGC regulation 2010 are only eligible while other who have completed their degrees just before this new regulation where should they go? During the time span of 2006-2009 all the candidates having Ph.D degree was exempted from NET and they suddenly change the eligibility criteria in 2009. This is sheer mockery of Ph.Ds granted by their own institutes. Govt is ruining the future of so many talented persons.

Subject : Gross violation of UGC guidelines in appointments of College cadre Librarians
Respectfully we submits as under:-
1. That Govt. of Himachal Pradesh in pursuance of the recommendations of the UGC to the effect that the Librarians will be included in the Scheme for revision of pay scales of teachers had adopted UGC pay scales for college Librarians.Govt.revised the salary scale of Librarians of College cadre wef 01/04/1980 to Rs. 700-1600 UGC, vide notification No. EDN-1(B)-7-6/77-A Vol II dated 29/03/1985.It also laid the essential qualifications for existing and future recruitments to the various posts of Librarians as per annexure’ ‘A’ and ‘B’ of the said notification respectively .
2. That subsequently Govt. of Himachal Pradesh, Finance Department (Pay Revision Section) vide notification No. Fin B(7)-6/88 dated 19/05/1990, in pursuance of the provisions contained under explanation No.3(h) of the Rule-3 of the H.P. Civil Services (Revised Pay) Rules,1988,revised the pay scales in respect of the Library Staff categories of posts under ‘Chapter’ VI Education. All 36 existing posts of Librarians ( College Cadre) ie.16 Posts of Distt Public librarians + 20 posts of college librarians) were adopted and revised to UGC scale w.e.f 01/01/1986 as under Sr.3 of the above mentioned notification:-Rs. 2200-4000 UGC Entry Scale > Rs. 3000-5000 Senior Scale after 8 years > Rs. 3700-5700 Selection grade after 16 years. This was applicable to the existing librarian incumbents only who came under the ambit of notification dated 19/5/90. UGC scale was to be awarded only to the existing incumbents subject to the conditions of UGC fulfilling the requisite qualifications or was applicable to existing incumbents on acquiring the requisite Qualifications prospectively. (See Note: “The conditions as prescribed in Punjab Govt. Notification No.10/93/88.Ed.I/3977,dated,6-4-1989,revising pay scales of Librarians of University & College Cadre and as adopted in H.P. shall be applicable in the matter of Fixation of pay, placement in Sr. scale/Selection grade, or other purpose as specified therein”.) All conditions have been incorporated in the H.P. Govt. Deptt. of Education Notification.Kha(15)-15/79-Shiksha-ka-1, dated 23/5/90. It also advised to make necessary amendments in the Service Rules as per UGC guidelines. It is also worth to mention that subsequently 45 posts of College Librarians were sanctioned in UGC pay scale of Rs. 8000-13500 in the new colleges opened time to time by the government. Prospective to 19/5/90 all posts of college librarians were supposed to be filled through H.P.P.S.C as specified in the said notification through 100% direct recruitment following UGC adopted guidelines.
3. That the Himachal Pradesh Government notified the detailed Recruitment & Career Advancement Scheme of College cadre librarians on the Punjab pattern and recommendation of the UGC as specified above vide their notification No. Kha(15)-15/79-Shiksha-ka-1,dated 23/05/90. It also defined the nomenclature of existing “College cadre Librarians” and adoption of UGC guidelines for making future recruitments to the post of College Librarians through “ 100% Direct Recruitment only” through All India selection strictly following UGC guidelines as in case of college teachers.
4. Subsequently the Govt. of Himachal Pradesh revised the pay of teachers and other Academic staffs in Universities and Colleges including college cadre librarians on revised UGC pattern vide notification no. EDN-A-Chha (7)10/98-loose, dated 07/05/1999 w.e.f. 01/01/1996. Director of Education, H.P endorsed the UGC letter no. F-2-22/96(PS), dated 16/02/99, wherein Deputy Secretary,UGC informed that NET/SET is mandatory for appointment to the post of college librarian/DPE. UGC circular dated 20-2-1990, No.F1-9/1989 (CPP-I) prescribed the Qualifications for making direct recruitment of Librarians. The proposal for Revision of R& P Rules of Librarians (College Cadre) were forwarded by the Director of Education, H.P. to the Government vide no. EDN-H /10A (3)1/90-4, dated 12/7/1999, and further comments submitted vide No. even dated 15/9/99. Due to adoption of UGC pay scale to the Posts of Librarian (College Cadre) at par with equivalent cadres of college teachers the classification of posts were also proposed as class I Gazette to be filled 100% through Direct recruitment. According to the Govt. Classification of Posts notification the posts in the UGC scale of Rs.2200-4000 falls in Class I Gazette category. Further the case was put forth to the Government vide Director of Education letter no. EDN-H (1) A (3)-1/90-4, dated 17/8/2000;20/9/01and 12/6/2002 respectively.. But fate of these proposed revised R&P Rules are not known and remains buried in the files only.
5. That all the above mentioned pay revision conditions of notifications stands automatically incorporated in the H.P. Technical Services Recruitment and Promotion Rules, 1971 as per provision-11 of the said Rules which reads as follows:-

Pay Scales: “Members of the services will be entitled to the pay scale as given in Annexure to these Rules subject to their revision by the Government from time to time.”
6. That the Department unconstitutionally deviated all above pay revision notifications and adopted UGC norms. No direct appointments have been made to the posts of college cadre Librarians since 1988. It continued filling several vacant posts of college cadre librarians by promoting school Assistant Librarians in gross violation to adopted UGC norms and service conditions as per obsolete & defunct existing R&P Rules 1971, initially as class III in state scale by the authorities orders in contravention of the constitutional provisions arbitrarily without any explanation, whatsoever polluting the entire education system of the state. Authorities subsequently also awarded UGC scales to several such promoted Librarians on just acquiring minimum educational qualifications ie. MLISc.(Masters in Library & Information Science) 55% (50% for SC/ST) giving relaxation in NET/SET, and consistently good academic record of UGC norms adopted by the State Education Department, in gross violation of UGC prescribed conditions, vide orders No.EDN-A-Chha(7)-20/98-1,dated 4/8/2006, and No. Even, dated 20/4/2010.and even dt.2/4/11,in the light of the Finance department letter no. Fin B (7)6/88, dated 19/05/90 ignoring UGC conditions as prescribed in Punjab Govt. Notification No.10/93/88.Ed.I/3977,dated,6-4-1989, adopted by H.P. vide notification Kha(15)-15/79-Shiksha-ka-1, dated 23/5/90, thus putting unnecessary burden of lacs of Rupees on the State exchequer. Exemption of these candidates has sparked a huge debate on the impact of the decision on the academic community. Exempting these candidates has paved way for a back-door entry, thereby affecting the quality of higher education. All posts of college librarians prospective to 19/5/90 were to be filled 100% by direct recruitment, strictly following UGC guidelines. Therefore many such ineligible beneficiaries were not left out librarians, since their appointments have been made illegally in arbitrary manner through promotions from the school assistant librarians prospective to 19/5/90 and subsequent pay scale revisions 1996 / 2006 and UGC Regulations 1998 / 2008 /2010 ignoring adopted UGC guidelines. Relaxations have been given without obtaining any approval from the UGC. Your kind attention is invited to H.P. Tribunal, judgment passed on 12/10/04 in MA-1034/04 in OA-1239/2001 titled Chander Lekha and others vrs State of H.P through Secretary Education, and subsequent circular issued by the Principal Secretary (Education) to Govt. of H.P, No. EDN-A-Chha (7)/20/98, dated 11/10/2004 on the subject “Regarding award of UGC scale to Librarians clarification thereoff.’’, to Director of Education clearly say that approval granted to you for awarding left out Librarians with UGC scale ,wide this Department letter No. even dated 25/9/03 & dated 27/12/2003 is applicable only in r/o those librarians who come under the ambit of this Departments notification no.No.Kha (15)-15/79-Shiksha-ka-1, dated 23/05/90, ie. The UGC scale is applicable only to those librarians who have been promoted to the post prior to 23/5/90, w.e.f. date of acquiring the Minimum educational qualification prescribed by the UGC.
Sir "Such a course violates the mandates of Articles 14 and 16 of the Constitution of India as it deprives the ones’ who are eligible for the post, from being considered. A person employed in violation of these provisions is not entitled to any relief including salary," a Supreme court of India bench of justices P Sathasivam and B S Chauhan passed the judgement while upholding an appeal filed by the Orissa government challenging a state high court order directing payment of revised UGC scales to certain lecturers appointed illegally and not fulfilling the eligibility norms for enhanced salary structure.
7. That in pursuance of the recommendations of the UGC and Punjab pattern the Govt. of Himachal Pradesh, Higher Education Department revised the scales of pay of teachers and equivalent cadres including library staff w.e.f. 01/01/2006 vide notification No. EDN-A-B (7)-2/2008, dated 15/10/2009.
8. It is also worth to mention that the Proposal of revised R&P Rules of Librarians as per recommendations of the UGC submitted by Director of Higher Education, H.P. vide No.EDN-H(1)A93)1/90-4(R&P Rules)Lib., dated 12/2 2009 have already been approved by all competent authorities viz. Administrative, Personnel, Finance, Law and finallyH.P.P.S.C has conveyed its approval to the Govt. vide letter No.1-10/71-PSC-part,dated20/01/2010 (College cadre Librarians) class I Gazetted and even dated 15/9/2010.(Public Librarians) State scale. But the Rules have not been Legislated and notified till date for any cogent reasons due to the vested interests of certain people.
In the above connection it is therefore requested that cases of such ineligible librarians be rescanned for award of UGC scale, further increments/placements in the senior scale/selection grade should not be considered till all such promoted librarians do not fulfill the requisite guidelines as prescribed by the UGC to avoid any future litigations. It is also requested that, the approved R&P Rules of Librarians be notified so that it does not violates the mandates of Articles 14 and 16 of the Constitution of India and deprive the ones’ who are eligible for the post, from being considered.

We are working in Delhi university and its affiliated colleges. Requesting for getting Net /Set exemption to MPhil holders who completed MPhil successfully before 30 June 2009. UGC or Some universities appointed MPhil holders for the post of Lecturer’s / Librarians before 12 July 2009 on the basis of Mphil and get approval from the university.
Moreover the job of a librarian is differennt , required a huge practical knowledge and experience of this field. Only Net/SLET holder are less practically known about the subject.so this is my humble rquest to think over the issue positively.

Dear Sachin Shinde,

I do agree with your views that M.Phil or Ph.D degrees can be purchased like any other common commodities. In fact! I have seen many students who sit in Delhi preparing for civil service exams, and still pursuing M.Phil or Ph.D from 'remote' universities of India. Having said that it will be very unfair to devalue all degrees of M.Phil or Ph.D. There are thousands who honestly works for the above mentioned degrees.

I think the expert panel in any interview might be knowing the standard of the students. So, instead of debating if NET/SET would be compulsory for lectureship, let every selection board promises not to indulge in favoritism and corruption which is a slow killers of India.

So, I would like to conclude with the opinion that the recent exemption should be accepted so that those who have already spent lots of time and energy for their M.Phil or Ph.D should be acknowledged. Otherwise, there would be frustration, and the noble profession teaching will loss charms.

From my experience, I have seen several best teacher who are not NET/SLET. No wonder! Teaching is an art.

M.Phil or Ph.D can be easily obtained from any university in India acc. to my views. As there r so many universities providing this degree simply by taking money and on distance learning criteria. If such people are considered and exempted fron NET/ Slet then it is a injustice to those who really work hard to qualify such national level entrance exams. I feel net/ slet should be the min. criterion for fulfilling the job criteria.the emense enegry the people who had put to make NET/SLET Obligatory if they would have studied a bit they would have cleared one of those, in my personal opinion it should not be relived NET/SET should be and the foremost criteria for educationinst

“PhD holders who got it prior to June 2009 and those who are getting it now without complying with norms are not eligible for appointment to teaching post in colleges and universities”. This is what all the regulations and all of the regulators say on date. “Only those holding NET awarded by UGC or CSIR or specific exemption granted on case to case basis prior to appointment by UGC to NET certificate are eligible” (Annexure – I) . None, including UGC, can sanction blanket exemption!

“UGC Regulation on minimum qualification for appointment of teachers and other academic staff in universities and colleges and measures for the maintenance of standards in higher education 2010” says so and now it has been published in gazette.(30th June 2010 – Annexure A)

It’s prior “UGC (Minimum qualification required for the appointment and career advancement of teachers in universities and institutions affiliated to it) 3rd amendment, Regulation 2009” also expressed it. The doubts expressed over it all have been clarified by now. (12th June 2009 – Annexure B)

“UGC (Minimum standards and procedures for awards of M.Phil/Ph.D degree) Regulation 2009” has not been complied by any university or colleges till date (12th June 2009 – Annexure C). Prof Thyagarajan committee set up by UGC also has not identified any college or university conforming to this standard and also has not come out with anything till date as per the latest 474th UGC Committee meeting (6th Jan 2011 – Annexure D)

The proceeding of the UGC’s 471st (12th August 2010 – Annexure E) meeting granting blanket exemption to M.Phil and Ph.D holders from its own above mentioned regulations and thus attempting to dilute the standard has not been ratified by Ministry of HRD (faxed communication of D.O.No.8.7/2010.U.1(A) to Secretary in charge of UGC (Annexure – F)dated 3rd Nov 2010 ).

The First Bench of the Madras High Court by it Order dated 6.12.2010 (Annexure – G)has dismissed all petitions challenging the above UGC regulation and has held clearly that both M.Phil holders and Ph.D holders are not eligible for consideration for appointment to the post of Assistant Professors by Teachers’ Recruitment Board of Tamilnadu.

The First Bench of Delhi High Court by its Order dated 6.12.2010 (Annexure – H) has also dismissed all the petitions challenging the above UGC regulations and has thus upheld the regulation as valid.

The Supreme Court also has declined grant stay on any of the above mentioned High Court Orders on the Appeal filed as batch of SLPs ( SLP (C) 36023 to 36032 of 2010) till date.

The Teachers’ Recruitment Board of Tamilnadu has defied all these norms of the regulators and the Orders of the Court of Law and has recruited 836 Assistant Professors for Direct Recruitment Tamilnadu Government Arts and Science Colleges by the result published by it on 17th of February 2011.

About 500 of the total 836 who have been issued of the appointment orders in the hurriedly organized function on 25th of February 2011 do not possess NET certificate or any specific exemption to it issued by UGC issued prior to appointment. They have done it saying that they are doing it in accordance with the Prospectus issued by them for this recruitment (Annexure – J) that is full of biases for Ph.D and M.Phil. They did not complied with their own Prospectus resulting in Madras High Court intervention by way of an interim Order dated 8th June, 2010 in the Court of Hon’ble Justice V.Ramasubramaniam. Subsequently the First Bench of the Madras High Court also heard a batch of petitions on this matter (Order in Annexure – G) in which the Secretary to Higher Education to Government of Tamilnadu has clearly submitted that all recruiters will be given clear instruction to follow the relevant UGC norms in one of the counter filed by them. It should be noted that none of the recruitments that has happened in any of the colleges and universities in Tamilnadu and Puduchery has followed the relevant norms since 2002 and nothing could be done about it since the results to the recruitment process are always shrouded with cloth of mystery. Only Teachers’ Recruitment Board publishes its result and now the Chairman of this board at the time of Recruitment has been complimented with the position of Commissioner of Right to Information Commission to protect himself.

So far the teachers to Higher Education get inducted as Guest Lecturers and are then made to pay/ facilitate their way to acquire M.Phil or Ph.D. The State Government here also conducted their own NET exam and issued certificate as SLET certificate to circumvent the regulations for those are in their favor. Though UGC permitted it initially, later after 2006 the UGC has not approved this channel.

The Prime Minister and Union Minister of HRD are not expected to do anything about this for they are bound by the convenient Coaliation Dharma that is very serious a matter at the time of seat sharing discussion and assembly election.

The Chief Minister of the Tamilnadu State and the Higher Education Minister of the State of Tamilnadu also have their own political compulsions and so are in favor of TRB blatantly doing such a thing in violation of all the norms and orders.

The Governor and the Chancellor of all the Universities will not toe in any line tangential to both the Center and State, even if it is nefarious like this.

The main Opposition in the Parliament is not going to open its mouth on this for their style is only to assume hero’s posture only after an issue has been perceived as a major issue in public domain.

The main Opposition parties in the State Assembly has also openly identified themselves for the cause of Guest Lecturers seeking regularization (thus demanding perpetuation of money laundering in gaining M.Phil and Ph.D degrees) to reach out to large number of people at the time of election.

The Left and other Coalition partners are also not interested in according any respect to UGC for they fear that it will jeopardize their relationship with influential and powerful Private Institution Management lobby. Their Leaders form part of the lobby and so they will not.

The reporters to various media (including The Hindu) here have expressed their limitation on this matter for they say that their management and editorial team are not for publishing the norms to the public. They do not want to educate the student community of the unqualified nature of their teachers and also they do not want to jeopardize the career of about 4 lakh teachers languishing under private management without any qualification as per the UGC norms.

The Student Federation of India (SFI) and ABVP like bodies only wish that it is better to have teachers who will show grace in awarding marks and so have not voiced anything in this regard.

Justice Suguna of Madras High Court has mercilessly (My Lord!… You are a fraud!! The TRB office says that you have been fixed for you and couple of other Judges of Madras High Court / MHRD Minister/ and even President of India have recommended for their candidates without the NET qualification) dismissed (and dismissing) all the petitions by ordinary but informed applicants to TRB in her Court arbitrarily and indiscriminately. It is said that she will also be inordinately delaying publishing her orders now in order that Appeals are not immediately possible during the election time.

Most of the applicants are not aware of the regulations and orders and so have been fooled to believe the Prospectus issued by TRB. They will not do anything for they do not know that they have been deprived of their opportunity.

Ministry of HRD will not interfere without a Court Order or Public Pressure. Neither are possible on this matter.

UGC always know that nobody (including the UGC!) give any scant regard to its norms and so will be busy now only in drafting another regulation to send everything again in spin to serve some vested interest.

Association of University Teachers (AUT) is also not for scrapping the old order of easy M.Phil and facilitated Ph.D and so is keen only on restoring it by all means.

General Public is not informed properly by media and so there is no possibility of a PIL or any other action from them.

High Court or Supreme Court is not going to take suo motto notice of things that are sent to it by desperate public as e-mail or letter. They may even threaten them of contempt proceeding.

Who can take action now? 5th Pillar – Consumer Association of India – Catalyst Trust – Times Now / NDTV etc for impact!!!

Same or similar things are happening throughout India in all States, Universities and Colleges. Sadly any and all NGOs and Social Organization depend on their relationship with colleges and universities for their survival. It remains to be seen as to who can make a real impact in this case.

so many Universities in India give MPhil based on just a thesis, mostly a review of some topic with practically no original work,findings or theory. Additional coursework for M Phil and PhD is minimal. A good(?) researcher need not always be a good teacher even though quality research can definitely improve teaching capabilities for guidance of projects etc. Hence when lot of corruption is going in the appointment of teachers, particularly in private institutions, these eligibility tests will ensure a minimum quality. Additional coursework for M Phil and PhD is minimal. A good(?) researcher need not always be a good teacher even though quality research can definitely improve teaching capabilities for guidance of projects etc. Hence when lot of corruption is going in the appointment of teachers, particularly in private institutions, these eligibility tests will ensure a minimum quality. If admission to PhD and MPhil programmes are really based on merit, probably, it could have been sufficient. But here, ideal conditions are never ever prevailing and so the tests are essential.

I am a registered PhD student (registration date february 2007) and presently persuing PhD in physics. I don't have NET/SET. I did my PhD course work few months back according to our University rule and planning to submit my thesis. I have a kind request to all the readers. Should I get the exemption from NET for the College/University? Please mention the regulation where from you got the information.

If someone attempts some MCQs and write the the answers to some cmplicated questions couldnot become the best teacher. Apartfrom that B.Sc. students have nearabout 50% marks. Society expects high staandard NET/SET/Ph.D. to teach them. Is it not controversy? Instead of making controversy between Ph.D. M.Phil. Attension should be given to improve their quality.

2011 will be my major decision year as the decision on exemption of mphil if being unfavouarable will force me to move to corporate sector. if this will be the attitude of many,then the sacrity of lecturer will be a mass, losing confidence and faith on existing universities. Hr minister should not interfear and has no right to take the decison of ones own hard core ability and life.

i hope the new committee appointed will favour mphil candidates and help our uiversity to overcome the shortage of faculty. moreover, it will releave the candidate from stress and inferior look , being lack of qualification. I hope 2011 will enhance the status of mphil candidate who are looked upon as usless and unwanted.

Those who did their PhD with certain minimum standard are exempted from the NET. Only the sub-standard PhD's require the test.

It is funny to see that NET qualified candidates are given priority to join PhD course and PhD candidates without NET are not qualified as lecturers(!) Why PhD is needed ? In my view M.Phil should be equated with NET and PhD is more than that....

it is good move by ugc to exempt m. phil from net because m. phil exemption from net in 2006 boost up the student to do the m. phil. Now the UGC did the right move to save the crucial year of the students they have burn in m. phil

Clearly, lack of proper perspective.If we are serious of NET, why this watering down? Conversely, If MPhil holders are supposed to be eligible for recruitment, why should the NET be introduced in the first instance?The cut of date business has been always creating confusion.We have to get our basics straight.

Right, let's respect the degrees awarded by our institutions, but also think how the degrees are acquired from our institutions.

This is like printing more & more money without proper regulations, and then asking the people to respect the money printed by our own government.

Money loses its value if its not printed with good regulations.

Everyone is saying there is shortage of teachers but in states like Punjab for last 10 years there has been no advertisement for posts of Letcturer and you will find so may NET qualified persons without job. Try it by advertsing post see how may NET qualified people will apply. So, before releaxing any norms just check whether who already come to your existing norms have been absorbed.

M.Phil can be easily obtained from any university in India acc. to my views. As there r so many universities providing this degree simply by taking money and on distance learning criteria. If such people are considered and exempted fron NET/ Slet then it is a injustice to those who really work hard to qualify such national level entrance exams. I feel net/ slet should be the min. criterion for fulfilling the job criteria.

NET/SLET sholud be the minimum required qualification for teaching post in Colleges/University. A person can easily accuire Ph.D and M.Phil degree. For this nobel profession, person should qualified with competitive exam. for any post in india theay are qualifying the compeitive exam, why should a relaxation for this teaching professon.

compulsion of net set exam to
u.g., p.g , Mphil, PhD. degrees are taken by prof. from universities which are connected or permitted from U.G.C. due to this ,we can say that u.g.c. can't trust on their universities ? and all prof. are much senior and experianced so this is useless desion of ugc .

1. There is faculty crunch in Engineering Deptts in IITs, not in Basic Science and Humanities & Social Sciences. In Engineering subjects, the question of NET-SET is irrelevant. IITs have their own eligibility criteria.
2. If university degrees are to be trusted, what is wrong with the Master degrees? Someone scoring first class marks in Masters should be exempted from NET-SET.
